Yes — water cannot pass through PVC. The tongue-and-groove joints between panels lock together to form a continuous sealed surface. The only place water could get in is at the panel edges (top, bottom, and where the panel meets baths, showers, worktops) — which is why sanitary-grade silicone sealant at those boundaries is essential.
